Maine Advances Bill to Ban Sweeps Casinos
The bill aims to regulate and restrict sweepstakes style casinos in Maine

Maine lawmakers have taken a significant step toward banning online sweepstakes casino games, advancing legislation that would make operating or promoting these dual currency platforms illegal in the state.
The move comes as part of a bigger wave of legislative action across the U.S. aimed at restricting sweepstakes casinos, which have increasingly drawn attention from regulators and lawmakers alike.
Lawmakers Move to Close Legal Loopholes
The bill in question, Legislative Document 2007, was passed out of the Joint Committee on Veterans and Legal Affairs, now it's heading to the full legislative floor for further consideration.
If passed, LD 2007 would ban outright online sweepstakes games that operate using a dual currency model, systems where virtual coins, often won or purchased, are used for casino style games and can lead to prize opportunities.
Under how the bill is written, operating or promoting such games would be defined as unlawful gambling, punishable by fines ranging from $10,000 to $100,000. Fines collected would be directed into the state’s Gambling Addiction Prevention and Treatment Fund.
Supporters argue that the legislation fills a gap in Maine’s gambling laws and brings clarity to what many see as an emerging form of unregulated gaming.
Industry Context and Growing Crackdown
Sweepstakes casino platforms have been available in many states under promotional sweepstakes laws, a structure that has allowed operators to offer casino style games without traditional gambling licenses.
However, a growing number of states are pushing against it. Alongside Maine, several legislatures are advancing bans or enforcement measures targeting sweepstakes casinos, joining earlier actions in states like Indiana and Mississippi.
People against the sweepstakes model say that its dual currency setup, where virtual coins can be converted into chances at prizes, reduces the gap between promotional contests and gambling, potentially exposing consumers to risk without meaningful protections.
What’s Next for the Ban Bill
With LD 2007 now passed out of committee, the next stop for the sweepstakes ban is the full Senate and House for a vote. If it's passed, Maine would join the growing list of states moving to restrict or ban online sweepstakes gaming within their state.
The bill’s progress also comes at a time when Maine has already taken steps to expand regulated online casinos, adding another layer to the state’s evolving gaming scene.
