Senate Set to Decide Fate of Oklahoma Sports Betting Plan
Amended proposal gains tribal backing as lawmakers push to bring sports betting to the state

Oklahoma’s long running effort to legalise sports betting is back in motion, with lawmakers introducing a revised version of House Bill 1047 ahead of a crucial Senate vote.
The updated proposal brings renewed momentum to a process that has faced repeated delays, this time with stronger backing from key stakeholders across the state.
A Bill Back From the Brink
HB 1047 had previously cleared the House before pausing in the Senate last year. Now, lawmakers have reworked the legislation, introducing a substitute version designed to address earlier concerns and move the bill forward.
If approved by the Senate, the bill will return to the House for final approval, keeping the legislative path alive.
Built Around Tribal Gaming
The revised bill centres on Oklahoma’s tribal gaming framework. Under the proposal, federally recognised tribes would be able to offer both retail and mobile sports betting through existing gaming agreements, with all wagers tied to tribal land via server location.
The structure also opens the door for partnerships with major commercial operators, creating a model that combines tribal control with national sportsbook brands.
Revenue Plan Comes Into Focus
The amendment outlines how revenue would be handled, including an 8% fee on adjusted sports betting revenue paid to the state.
Funds would be directed toward a different mix of initiatives, including education programs, workforce development, and tourism efforts linked to major sports assets like the Oklahoma City Thunder.
Additional provisions include dedicated funding for problem gambling services, ensuring treatment and education programs receive consistent support.
Years of Negotiation Behind the Scenes
Lawmakers have framed the updated bill as the result of extended negotiations. Support from tribal leaders, public universities, and the Oklahoma City Thunder marks a significant moment, addressing one of the biggest obstacles that has held back previous attempts.
The alignment signals a more coordinated push compared to earlier efforts, where disagreements between stakeholders repeatedly stopped progress.
One Major Hurdle Still Remains
Despite the renewed progress, the governor’s position continues to cast uncertainty over the bill’s future. Governor Kevin Stitt has expressed support for sports betting, but only under a model that allows bigger market participation, rather than one led by tribal exclusivity.
That position has been a sticking point in past negotiations and could again play a decisive role if the bill reaches his desk.
Where It Goes From Here
The Senate vote will determine whether Oklahoma takes its next step toward legal sports betting, or faces another setback.
If passed, the bill would mark one of the most significant developments in the state’s gaming landscape, finally providing a legal pathway for sports wagering after years of debate.
For now, all eyes are on the Senate as lawmakers attempt to turn momentum into progress.
