SPGA Joins Forces with SGLA as Sweepstakes Industry Rallies Against Bans and Lawsuits

Sweeps industry strengthens front as SPGA aligns with SGLA; promises to proactively engage policymakers in meaningful debates.

As the US sweepstakes casino industry faces ongoing inquiries and legal challenges, supporters and some stakeholders are rallying to its defence. The latest to show support for sweepstakes operators is the Social Gaming Leadership Alliance (SGLA), which recently announced its partnership with the Social and Promotional Games Association (SPGA). 

This latest partnership comes at the heels of the passage of California’s AB 831, Massachusetts’ new legislation, and Louisiana’s Senate Bill 18,1, which aims to ban or heavily regulate sweepstakes operations. With a unified front, operators and industry stakeholders are looking to confidently face sweepstakes’ ongoing challenges and questions.

Who’s Who, and What to Expect from this Unified Sweeps Advocacy?

With California moving to regulate sweepstakes casinos, Los Angeles winning its case against Stake, and other states eyeing regulation, operators see a unified front as their best move forward. The SPGA x SGLA collab is seen by many as a strategic shift—no more competing trade organizations, just one alliance which aims to guide the industry’s future. Here are the faces and the sweeps sites that compose the two groups, in one alliance:

  • SPGA(2024–2025).  The organization has represented some of the popular sweepstakes casino operators such as Fliff, High 5, FSG Digital, and Blazesoft, and is often active in state-level debates and campaigns.
  • SGLA (Launched in May 2025). It’s the newest industry group, which counts VGW, Playstudios, Pulzs, B-Two, and even payments company Nuvei as supporters. Former Congressman Jeff Duncan acts as its executive director, an outspoken supporter of the industry.

In a statement, former U.S. Representative Duncan has reiterated his support for the sweepstakes casino industry, and a regulation is the next move forward. According to Duncan, social games industry leaders are now investing in data privacy, financial security, and consumer protection. He added that these operators are “reader and open to sensible regulation”, which he explained will benefit the state residents.

After California’s AB 831, SGLA Continues its  Campaign for US Sweeps

California

Since formalizing their partnership, the SPGA and SGLA have been vocal in their support for the causes of operators. At the height of the debate on California’s AB 831, which seeks to completely ban sweepstakes casinos, the group have issued strong statements and taken coordinated steps against the plans. Just before its passage, SPGA filed a formal letter to Assembly member Avelino Valencia to explain its opposition to the bill

In this letter, the group explained that Valencia’s proposal misrepresents how the sites’ promotions work, and it will stop locals from enjoying a legal and popular form of entertainment.

While the group has unsuccessfully lobbied against the California bill and is still contesting Louisiana’s plans, its advocacy continues. The group aims to continue its educational, advocacy, and regulatory engagement to protect not just operators, but all stakeholders.

A key part of their campaign is to proactively engage policymakers and regulators across the US to promote sensible regulations that see sweepstakes casinos as a legit, legal, and safe form of entertainment.
