Google Implements Stricter Ad Policies for Sweepstakes Casinos

Google is doubling down on its efforts to regulate gaming content on its platforms. After it announced changes to community rules and guidelines on YouTube’s videos featuring gaming content, it’s now focusing on tighter rules for its ad policies. Sweepstakes casino content is no longer eligible for certification under the company’s “social casino games” policy as of October 28th, 2025. 

In its Gambling and Games Advertising Policy, under “Social Casino Games”, Google clarified that it only allows advertising of social casino games in allowed countries, where specific requirements are met, and the advertisers hold Google Ads certification for these games. Google then proceeded by providing examples of games that don’t fall under the social casino gaming category: sweepstakes casinos.

Understanding the Latest Google Ads Rule on Social Gaming

Previously, Google allowed advertising for social casino games, or those simulated-betting apps where players can’t win something of value. While these advertisements aren’t available in all markets, Google allowed these under a certain certification regime. Sweepstakes casinos are built on a dual-currency model, with Gold Coins (GCs), which can be used to play games for freehand Sweepstakes Coins (SCs), which can be redeemed for real-world prizes like cash or vouchers. 

For years, Google’s advertising policy categorized sweepstakes casinos and their games under social games. However, in the latest update of its advertising policy, sweepstakes casinos no longer qualify as social casino games. Instead, these gaming platforms must be treated more strictly under “online gambling or real-value rewards” advertising rules.

Why Did Google Change Its Advertising Rules?

For years, the industry stakeholders and regulators have struggled with sweepstakes casinos and their games since they operate within a legal gray area. They operate under a legal gray area since they advertise a “free-to-play” model and promise a no-purchase arrangement, yet allow players to swap their coins for something of value.

Google’s new policy changes aim to clarify sweepstakes casinos’ operations and acknowledge that these platforms offer real-value gaming.

Also, the company’s latest move may have been influenced by the tightening of sweepstakes gaming regulations in many states, including California, which recently passed AB 831. Google may be aligning its ad policy to reduce exposure and to avoid any connections with unlicensed operations.

What This Means for Sweepstakes Casino Operators and Content Providers

Operators may lose their eligibility under the “Social Casino Games” advertising certification. If these operators and content providers still want to advertise on Google (on Search and YouTube), they must comply with strict rules for online gambling. 

And if they fail to comply with the strict rules, they may lose access to Google’s paid channels, translating to potential loss of audience and revenues.

For advertisers, influencers and promoters, they may need to review their contracts and traffic sources since platforms that still run gambling-related content may be flagged, blocked or suspended.
